I'm pretty sure that Yachiru takes this.

Yachiru has shown exceptional speed and was able to lift Kenpachi with ease. She hasn't shown very much but considering people like Ikkaku are afraid of Yachiru, by powerscaling she should be a contender.

Nemu really only showed durability, and since we have no idea what her Shikai can do there's not much to say about her power.

So from what I can see, I'd say Yachiru takes this.

EDIT: Oh wait, equalized speed. -_- Well even still I would say Yachiru has a good chance at this because of the other points I wrote.
