Obviously no, PIS is automatically off by default unless specified by the OP, read the rules.

Anyway if Hitsugaya uses Hyouten Hyakkasou before Grimmjow blitz, he should win, otherwise Grimmjow rapes.

As if Hitsugaya is fast enough to do anything before Grimmjow blitzes him.

Grimmjow takes this, Grimmjow has better speed feats and was stomping Ichigo before Plotkai kicked in.

Hitsugaya's only chance is Hyoten Hyakkaso but if he can't get that in he's screwed horribly.
