i think its a tie between minato and madara, although when he was talking to naruto in his phyche he saud that madara was exetremely skilled even for him, so its hard to tell, and plus lee and guy have the 8 gates and i wonder how that matches them up against minato?... hmm, so i guess madara is the fastest in my book becasue he has the sharengan and his teleportation jutsu needs no signs

Rock Lee. Just re-watch the Gaara VS. Lee fight. The reason it's not Minato is because he didn't use speed, it was the Flying Thunder God technique, which involved teleporting to the location of a special Kunai. It's not actually speed. Here's something from the Narutopedia: it revolves around manipulation of time and space rather than accelerated movement, but instead of bringing something to users, it sends them somewhere. Meaning, he's not actually that fast. It's just a reverse summoning technique.

EDIT: Also, why are you guys saying Madara because he can teleport? That's not actually speed. It's just a teleportation technique.

Madara, Minato, and Pein use teleportation/summoning to get around, so I don't really consider that being the fastest ninja.

I choose Lee. . . . . . without his weights he's pretty fast, but of course, it's probably someone bigger than him, like the Raikage . . . . .

By feats it's Raikage, his Speed: Supersonic +, probably approaching Hypersonic, plus Raiton Armour which adds to his feats. Lightning Release Armor : A surrounds himself in a shroud of lightning chakra which amps his speed, power, durability, and reflexes. It was noted that due to the lightning constantly stimulating his senses, Genjutsu would be innefective against him while in this state. He can reach a second state in his Lightning Armor which further increase his powers. While in this second state, he was able to break the bones of Sasuke's incomplete Susano'o.

Raikage. He has the fastest known speed. Minato is basically all hype. His teleportation is instantaneous, but he needs tags to do it, so it takes a while to use it practically. Raikage doesn't move instantaneously, but his speed doesn't need preparation. Madara probably has the fastest reaction time, having reacted to both Sasuke and Raikage. Madara himself isn't the fastest, since his regular punches have average speed, as seen when he was fighting Fu and Torune.

If we're talking physical movement then I'd have to say Maito Gai. I see a lot of people saying Lee, but Gai is ranked higher in speed in the databooks. Raikage is a good contender, but I don't know that he'd stand a chance if Gai released all 8 gates.

The Raikage used Shunshin no Jutsu to avoid Amaterasu, not his own physical speed. Where does it state A has supersonic speed? If I missed something could you give me a page number in the manga? I noted it says his synapses fire at the speed of light, not that A reaches that speed himself.

Since we've never seen Gai at 8 gates, it's impossible to say how fast he'd be. I think that a taijutsu technique powerful enough to cost you your own life would give you unimaginable speed -- or at least it had better.

Lee was almost invisible to naked eye when fought gaara after dropping the weights. Even gaara's ultimate defense was unable hold against lee's attacks. No other character has shown that kind of speed without hand seals. Its either body flicker or some kind of space/time jutsu with other characters.
