Tobi only does it to gain attention, and to allow others to think of him as a weakling, does it to lower the enemies guard, so that they will underestimate him. Hinata does not do it on purpose, she does it out of shyness and embarassment, when and because she is around Naruto. Though neither one are actually clumsy, though I think I choose Hinata because of her uncertain clumsiness.
