I gotta agree with Sazabi here.

Scenario 1: Without time stop, Jotaro really has no way of taking on Piccolo. Even without city busting blasts, Piccolo has much more power than Jotaro does, so he takes it.

Scenario 2: Jotaro time stops and pummels Piccolo to death. If Piccolo somehow survives, he just time stops again and repeats the process.
