After reading up on these two fighters, I can say that they are almost equal. Ulquiorra has immense Spirtual energy like Ichigo, and is a master of speed and close quarters combat. His ability to control his own power is evident when he could fire an unmatched cero without much effort. I would say just in his normal state, he could hold his ground against Baragan. Finally is his skill using his hierro, and its sheer power. Ulquiora has tanked or withstood attacks that shred other espada such as Luppi. This fact gives him a lot of leeway in fights, and allows him to match opponents with greater power. Regeneration, while it is not omnipotent can regenerate any limbs barragan may break.

Barragan has tremnedous power as well, and can probably match Ulqiorra in terms of how much he has. He tremendous speed which could make Soi fon leary, coupled with his physical strength would be devastating in battle. However his time dilation would give him the edge over Ulquirra, if only for a brief moment. This would lead him to have an over all advantage from the start.
I must add that it is believed that Barragan has hierro that could match Ulquiorra at some level.

Released forms:

Ulquiorra's powers are all greatly enhanced in his released state, and he possesses the power to solidify his energy. This is seen when he creates a javelin of energy, that possesses an explosive punch.

Barraagan has somewhat of an advantage here because he can age anything within a short distance of him to a much greater degree. He also breath a black misama that ages anything within its domain, and even corrode Kido. This power is called respira,but it has its own Achilles's heel. If it enters his body, he can die.

Segunda etapa:
Ulquiorra possesses a second release, and could gain more power in this state. With Lanza del relampanga; he can use this javelin as a projectile weapon, or for close range combat.

Overall, considering Ulquiorra's skill with regeneration and intellegence, he could avoid Barragon's attacks and win this fight without his second release.
