Nine tailed as its probably bigger in size, and we havent seen much of it attack other then against the shukaku and that was only a transformation jutsu. I would say it could menacing ball it.

I'd say SkullGreymon, he has high running speed and can tank a lot of damage, and his dark shot creates a blash as big as a A-Bomb.

We havent seen much of nine tails in action though. but if Nine tail can do something like 8 tailed but way stronger i;d still think he'd win.
