to be honest, I have no idea what time period Naruto is in becAuse you see horses as transportation and see old school farmers, but then they can have video-teleconferances, like the one from the five daimyo meeting, and other high tech stuff. It's just confusing what time period you're reading at.

times I know of are Anko using one and the Land Lords using them.

Clearly the Land of Waves was the most technically advanced. Even the local rube that rowed team 7 in had a motor for his boat. The bridge was built with modern machinery.

Clearly Gato had advanced ships you can see they are made of metal. But that makes sense he was THE shipping magnate. Clearly Gato bought technology and jobs to the Land of Waves.

We were all fooled. The ninja villages want to keep technology only for the elite and privileged ninja. That way they keep their racket of charging the populace for "protection" money. This is the real reason Gato was killed, it was all an elaborate plot by the ninja mafia.

Gato would have bought about a new age of enlightenment and better living for all, but now he's dead.

Gato is the real hero of Naruto.

I totally get what your saying but even I have noticed that in the manga too.(to everyone that mentioned sasuke having a TV in his room) but Special Ops are the equlivalent to ninja's besides spetnaze Special Ops. but What do I really know.

I think many cartoons do stuff like putting tv's and pigeon mail and medical equipment and horse and buggies in to give the Naruto world a sense of timelessness and a world unique to ninjas ...I mean all the characters are a mix of white, asians, blacks, and other odd characters but it seems to take place in an asian country...
