I really don't think that is going to happen. I don't see how that can be balanced out since all attacks go through him. And he still really hasn't done much offensive fighting at all in the series.

Tobi/Madara was in a cutscene...though I don't think that confirms him as a playable character it's still something. I don't know how they would make him a playable character, maybe a support though.
