Kakashi isn't a pervert, he's a man. And all he does is read and fantasize about the romantic, pervy stuff. As far as we know, he's never really done anything perverted other than reading Make-Out Paradise. I think Kakashi might just be a hopeless romantic, but can't really be involved in a romance because he's a ninja.

I think you nailed it here. They are essentially just romance books, which can be risque. Now not many men read romance books, but I don't think anyone would call them perverts for reading them. They might be call weirdo and ribbed by their friends though.:D

Well, "pervert" is an extremely broad term. The word itself implies that about 98% of the world is perverted. If you look at erotic images, about real people or characters, that's considered perverted. If you watch porno once in awhile, you're considered perverted. Heck, if your mind even dwells in the metaphoric gutter periodically, you're still considered a "pervert."

Anyway, I digress, I'm just tired of the weird connotations that are attached to its meaning. Yeah, Kakashi is a pervert by general definition, and so are A LOT of people and manga characters.
