I'll have to go with Cell for this one.

If he used his Perfect mode Kamehameha wave, he could easily destroy Dabura.

Dabura was giving SSJ2 Gohan a hard time, SSJ2 Gohan roflstomped Perfect Cell, so Dabura wins.

But if you mean SPC then he stomps.

SSJ2 Gohan from the Cell Arc was Gohan at his peak, his strongest form. SSJ2 Gohan from Dabura Arc and on was much weaker then SSJ2 Gohan from the Cell Arc.

Cell wins.He has shown planet busting potential and the speed to keep up with prime SSJ2 gohan.He blitzes and wins with more busting power
