Superman in any sane universe. However, Hulk just spent and entire arc beating the crap out of people he has no business beating the crap out of, up to and including a universal scale magic user, so a measley Kryptonian should be small potatoes.

Yes he is the true God of DC universe.

I dont see why people keep putting universe's up against other universe when every universe has a god, so in truth it would end in a tie right?

It has been debated if The Presence is omnipotent or not since he was not able to kill The Great Evil Beast, and they later merged so you could say that the resulting being was omnipotent. It was shown that he was not able to that he can't shape himself as Yahweh and characters like Michael Demiurgos had the potential to succeed him against his will, also in Lucifer he stated that he was created by forces external to himself. However as of Final Crisis the Primal Monitor is hinted to be omnipotent, although it is still unknown at this time.[/URL]
