No, not really. He does have weaknesses. He revealed that lightning is his weakness. So even if he uses the Hydration Technique, he can be fried to death by lightning techniques.

Sasuke could easily kill Suigetsu if he wanted to. He specializes in lightning and would recounter if he tried to drown him.

Suigetsu's tanking abilities are hax in a way, but he still has some weaknesses.

He's much more powerful when with a water source. If only he could make his own water source like Kisame could...

Suigetsu isn't really hax at all. Sure, when he is around water, he can fight really well. But away from water, he is much less of a threat. If he faces a well trained lightning jutsu user, I think he would lose.
