Yes, Hence why it has the shortcuts and items and blah. In my opinion I think shikamaru would destroy kakashi xD.

Shikimaru roflstomps with massive power up usage, short cuts, and speed boosters, as well as picking a better car and character at the start. However, Sharingan might help Kakashi dodge a few green shells and locate a shortcut or two. In the end, Shikimaru still wins through superior planning of the route. Especially with prep.
