No one has ever said they have been rejected... They are just not as important to the Storyline.

The star village was not rejected as a village, it simply does not have the official title of kage for its leader in the eyes of the major villages. This is because the star village is within the borders of another country that is already represented by a village. Each nation has its own hidden village that supports its particular nation.

the Hoshigakure has a Kage its called Hoshikage its part of the naruto world but its not very important unlike the "Five Great Shinobi Nations", because the Hoshikgakure is a very small country

the makers of naruto didnt say they never existed, they are not on the manga because the story in hoshigakure is not very important, so instead they just put em in the anime as a filler but No one from the makers of naruto said that they never existed. it like an untold story in the manga

They don't belong to a nation, so they're not really official. They're just there protecting the star :roll:

Plus, they're not in the manga so they cannot play a large role, or the anime would bridge off from the manga too far to be able to stay on track
