an anime that i dont remember

well one time along time ago i watched an anime it was about a city that has ghost (or somethink like that) and a person seals them in some place but then there making a construction there and the ghosts get away and girl finds the diary of his mother that was the person that sealed them there
anyone now the name of the anime? oh and there was a black cat that talked :geek:
