Right now I don't feel like looking up feats, so IIRC Starrk could shoot ceros. Intangibility or not, that kinda like, vaporizes Croc, doesn't it? I know he's like, Hypersonic or whatever, but depending on how far away they are when the match starts Starrk could take this. This is only from memory, so I don't have many feats to back it up.

Well Starrk was shown to be quite fast as well. As he escaped a combined attack from Kenpachi and Bankai Ichigo while carrying Inoune (Point black I think).

I'm not really sure....and Stark's Cero's were shown to be quite large and fast too.
But I don't think Croc can really hurt Starrk so I'l go with Starrk for now.

Well...if Croc gets intangibility than I'd assume Croc since he can't be bitten by the wolf ceros or sliced.

If Croc doesn't get intangibility than 100 wold cero's would be able to overwhelm Croc and ultimately kill him.
