Sasuke wins with Genjutsu or Ammy which 4TK can't escape. 4TK chakra ball takes too much prep and Sasuke can evade its attacks with his speed, it's not intelligent either so Sasuke can outsmart it.

Sasuke wins if he can hit 4TK with the first and only attack using MS because he can't allowed 4TK to get close to him.
