hmmm.... based on normal speed without any boost of anything I got to say sasuke but if neji uses his eight trigram palms 64 palms he as perhaps as fast as sasuke or a little faster but once he uses 128 palms he way faster than sasuke.

Chakra control doens't let you excape Genjutsu, Kakashi was good at chakra control and he couldn't escape Tsukuyomi.

Chakra control doens't let you excape Genjutsu, Kakashi was good at chakra control and he couldn't escape Tsukuyomi.
yes chakra control does make you get out of genjutsu it is also need for genjutsu as well

You can't base his speed on Sasuke's speedblitzes. However, I do believe Sasuke has a faster base speed. Databooks say they are both 4.5, but Neji hasn't gotten enough air time to prove or disprove his speed.

Sasuke is faster, unless Neji is really fast but just never shows it. Many people have been impressed with Sasuke's speed, but I do not remember anyone commenting on Neji's speed. It could just be that Neji has not had enough fights, but from what is known, Sasuke is faster.

First, Sasuke is one of the main characters so of course he gets all the feats, just like Naruto and Kakashi. I also agree with Sasuke being faster, but by your previous example and saying he is way faster, I can tell you are going by seeing Sasuke speed blitz. As for keeping up with Raikage you have to add Sasuke has his sharingan to help see and predict movements, it isn't all just because of his base speed.

I also just added the databook stat on their speed, because we have no feats to determine Neji's speed.

1 point about being able to keep up. Neji was able to see Gai move while in 6th gate. He could also see in detail of what stance Gai was taking. whether he could fight against that speed is still up in the air but he could see Gai. Same as Sasuke could see Raikage except when he was using shunshin.
