I believe Kuma wins.
He has the advantage of speed; he can zip right up to Blackbeard in a single bound. As soon as that is over with, he touches Blackbeard once. Blackbeard is repelled into a major ocean, while Kuma remains on the battlefield with his DF temporarily lost due to Blackbeard's touch.
Alternatively, he teleports around at a distance shooting lasers, using his repel ability to never get pulled in by Blackbeard's gravity.
So, Kuma it is. Then again, I am a notorious Kuma fanboy.

The characters such as Zoro couldn't see him even start to move. They thought he was teleporting.
Blackbeard did not ever speedblitz Luffy. He did not even show much greater speed than Gear 2 Luffy.

Still in Hypersonic as that goes from Mach 5 to around Mach 90,000.
But yeah, way above base Hypersonic but way, way below relativistic.

The main thing here is that Kuma has a lot of ways of killing Blackbeard, while Blackbeard's main way of killing won't work on such a massively durable cyborg who's also a ton faster.
