I'm not sure, but I would say Sasori. Just about all of Kuro's attacks are close range and if he doesn't get Sasori's heart he won't kill him, plus Iron Sand might hit him if he isn't using his best attack.

If he IS using his best attack, he can't control his movements so Sasori can use poison gas and eventually it'll get to him.

Does Sasori have his Harunko (or whatever it's called, the shell like puppet)?

By the time he gets close to Sasori, Iron Sand shoots him and he dies of poison.

Plus if Kuro doesn't know of Sasori's heart, he's not gonna be killing him anytime soon.

As much as I hate to admit it, I'm gonna have to agree that Sasori's Iron sand wins this for him.

Kuro may be fast but Iron Sand or the poison can probably take him...
