Kakuzu can merge with his Earth Heart and gain Iron skin, which would be able to tank most of Chiyo's separate puppets attacks. I believe his threads would be able to take out some of her puppets. When she finally defeats the earth heart that'd take a toll on most of her puppets. Kakuzu could then bring out any heart and just spam heart and thread attacks until her puppets are no more.

I say Kakuzu. They are relatively the same age, except because of Kakuzu's Earth Grudge Fear jutsu, no matter how old he is he's always at his top physical capabilities. Also nothing Chiyo has shown can break Kakuzu's Iron Skin.
