Kakashi is nearly as smart as Shikamaru. Meaning borderline genius.
He is motivated.
He is extremely experienced in every type of war situtation.
He understands the hardships of war, poverty, and death.
He has love for his village, family, friends and people in general.
He is experienced in training others on the job, and is perfect for making calm, cool decisions in the face of chaos.
He has no wife to nag him to death or distract him.
He would give his life before any other.
He has spent his entire life in the phase of war.
He enjoys helping others, and being a major contributor to protecting his home town.

Kakashi has everything Shikamaru does, and more, A LOT more. He is definitely the best candidate I've seen in any anime, so far.
