I think that Tobi would win because he gives Pain orders. Why would this arrangement exist if Pain could defeat Tobi, unless there is some other reason why this is advantageous for both of them.

The order thing doesn't necessarily mean he's stronger. Gato isn't stronger then Zabuza, Kakashi isn't stronger then Naruto anymore. Usually in a series the villains keep getting stronger, but in Naruto instead of becoming stronger they seem to develop a bigger secret for thei powers, so it could be either of them. I'm leaning towards Madara, but Pain might be stronger. Madara may just have the bigger secret.

Pain is probably just as powerful as Tobi, but he followed him around, because, Tobi probably said that he will lead the world towards peace, and that that was the purpose of the akutsuki. He could have said, we could use the tailed-beasts to bring peace. He could even have told him, that he would use it for his advantage, and Pain might have joined, because he might have thought that he could change that puropose, or Tobi mind-controlled him, or told him that he would be healed.

But I Think Tobi would win, if he really is who is says he is.

True. Maybe Pain follows Madara because it serves his own purposes to do so, and it isn't necessarily a reflection of which one is stronger.
