I say Toshiro, but I'm not up-to-date on One Piece, so can't really tell..
But if the Buggy from when Luffy started his adventure, then I can say that Cap'n Hitsugaya takes this hard. He can just freeze Buggy instead of cutting him. And besides I doubt that Buggy can keep up with Shunpo...

I'm actually siding with Buggy on this one. He can probably dodge most of Hitsugaya's attacks and Muggy Ball would hurt. I think he's faster too.
