Boss Summons give him ample time to prep Sage Mode against Kazuku, his blasts can do nothing against them. Manda survived C0.

Once in SM, there is a whole range of options. Speedblitz, destroying his original body with fire... the list goes on.

Jiraiya wins.

Boss summons can provide good distractions for Jiraiya to get into Sage Mode, where he can outrun Kakuzu or just destroy his hearts with a powerful Rasengan or fire jutsu.

I think Jiraya wins this. His sage mode is really impressive, I can't Kakuzu's many natures over coming that.
