well personally since i worship tobi i think he could win because he has even more power then pein. On the other hand Itachi almost never misses so its really hard. plus tobi ordered itachi to kill his family so you guys decide.

Expect spoilers below.

Due to powerscaling, 'Tobi' is likely to win for now.

We've only seen him show one jutsu so far, but this jutsu is incredibly advantageous. From what we can observe, 'Tobi' can use his space time jutsu instantaneously (he was able to prepare it before the Raikage punched him. That is fast). The space time jutsu has also gotten 'Tobi' out of many difficult situations, leading to the belief that he can become intangible to all attacks.

Again, this is all through powerscaling. We cannot really determine a winner until we learn more about 'Tobi'.

Tobi wins.

He can phase through or teleport from every attack Itachi does, including Susano'o. Since he has EMS he can probably counter Itachi's Sharingan moves too.

Although he was claimed to be a 'shell of his former self', but even then he took out ammy, and his time space jutsu could dodge ssusoon'o, and he can break out of Tsukoyomi with EMS.

tobi has not shown us any justus that prove it maybe the space one but thats nothing becuz itachi can do even more
