Suigetsu becomes water, swamps the ship, and drowns Luffy. Kisame stands their, looking pretty. Or he could use Water Shockwave.

(I was all ready to post Luffy stompage, but then I read the conditions. xDD)

xD Yeah, Kisame and I actually convinced ourselves Kisame and Suigetsu win.

Oh, I can't lie. I think that Kisame and Suigetsu can beat him this time. Unless he starts off second gear and can speedblitz Kisame and Suigetsu, I think they have the advantage of sinking him.

Kisame and Suigetsu. All they have to do is sink the ship, and swim to shore, leaving Luffy to drown.

From what I've been told of Luffy's abilities, Kisame dies quickly, but without Haki Luffy can't hurt Suigetsu.

I can thefefore only assume this is a spite thread and say this: Shame shame.

Well since they don't have knowledge of Luffy's disadvantage, Kisame is out of the battle due to speedblitz.
Then Suigetsu and Luffy battle it out, Since Luffy doesn't lose power from small amounts of water[as seen in the Don Kreig match].Luffy Should think that Suig has Logia and from past experiance go all out[remember suig is to slow to land a hit].
Since Sugietsu hasn't shown any powerfull jutsu Luffy should be fine.
While in gear two Luffy would wear out faster. In the end Luffy gives to exhaust, but is never actually hurt.
Luffy might be able to overcome this by using Haoushoku Haki or if allowed Nightmare mode, if he does then he will likely win.

Final choice - water nin with uncertainty
