I think the one above all can create a pokeball, throw it and capture arseus. I've done it in game, not too hard to beat arseus if you got enough pokemon. Not sure otherwise though.

Yeah but in reality or technicality form or whatever you wanna call it, TOAA is the same as god. Rather than being omniscient, I believe it's like a book for our God, he can look at any page or chapter if he wishes, but knowing everything at once is too big for our small minds to comprehend.

TOAA roflstomps. He's omnipotent, not even Arceus or Zeed are that powerful.

Zeed comes in second place, he's more powerful and faster than Arceus is.

Arceus is really powerful, but comparing him to an omnipotent and a multiverse buster is too much.
