This is how I think someone would create the perfect tier list:
Divide the people in the tier list into groups. (EX: Akatsuki, Leaf Ninja) Then work out tier lists for just those groups. Then, you merge them. Like, say, Akatsuki one (A1) could beat Leaf Ninja one (LN1), and A1 could also beat LN2, but not LN3. You put A1 between LN2 and LN3 on your new tier list. Since you know A2 will beat A1, start with A2's placing by matching him up with LN3 instead of LN1 or LN2. This would save some time. Do you think that, using this strategy, someone could create a perfect tier list with no flaws in it?

The main obstacle you'd run into here is the interpretation of 'who would beat who,' which is the real work of the tier list.
Organizing it's great, but it's all of those decisions on who's better than who, at what, and why that make a good tier list - as in balancing.

This seems like a good idea, but it seems like a lot to do if this is for the multi-verse tier.I don't think this would help for that one.

I wasn't talking about a multi-verse. Just a single universe.

This is a pretty good idea. It cuts time typing time and makes it easyer for the reader to comprehend.
