Who do you think will win? I think Akamaru would win.

Reason: Akamaru was trained by the Inuzuka Clan, and Pakkun is just an ordinary dog trained by Kakashi Hatake. Also, Akamaru can use Wolf Fang, while Pakkun can just use Fanged Pursuit, which is inferior to wolf fang.

Akamaru wins with Wolf Fang, Pakkun can't escape that.

Pakkun can use Earth Style: Fanged Pursuit Jutsu, but this would be easy to dodge and isn't as effective without the other eight dogs. Akamaru can use Fang Over fang, and while this isn't as powerful without Kiba, Pakkun isn't fast enough to dodge it and it would still K.O. him. Akamaru wins with no difficulty at all.

Akamaru.

He knows Fang Over Fang, and was trained for battle as well as scent-tracking, well Pakkun was mostly trained for tracking, his only offensive attack being Earth Style~ Fanged Pursuit Dog Jutsu, but it's easy to evade as and ineffective without the other ninja dogs.

He is an ninja dog trained for combat. Pakkun is just trained for finding scents.

Pakkun is trained as a tracking dog, but even then he could win, he hasn't shown any feats however.

Even then Akamaru has exceptional tracking skills.

Akamaru has man-beast-clone, and fang over fang which Pakkun couldn't counter.

It doesn't matter, either way he has fang over fang, plus, why shouldn't he? All it is, is a transformation jutsu in which he turns into Kiba. He takes a pill for it in which Kiba gives him but in this scenario, he might not need the pill so long as he has the jutsu, and even with that he doesn't need MBC if he has Fang over Fang.
