5th Mizukage oddness *possible Spoilers*

What I find strange is that not only does she have 2 Kekkei Genkai's-but also that she is the Mizukage of Hidden Mist.

Why is this strange you ask?
Heres why:

In the land of waves arc-we learned quite a bit of information on Kirigakure.
Durings Haku's flashback we learned that those with KG were feared among the populace-to the point that witch hunts were set out to exterminate those whom had their bloodline discovered.
For a while Kirigakure blamed the individuals with Bloodline traits for causing most of the country's destruction during that time.

How would they allow this Woman to become Mizukage despite her being an heir to the abilities they feared so much?
I would really like Kishi to to further touch upon this.

wow really!!! this does make meh think! but they showed cipz of haku wen he was yung so mabe at that time(wen haku was yung kekei genkai was banned) but we didnt see ppl chasing haku when he was fighting naruto and sasuke so at that time in haku'z life was da time using kekei genkai meant death.

Well, there are two possible answers to that.
1. Kishi forgot about that.
2. They grew out of their fear and allowed her to become a kage.

It's a hole in the story and will probably never be solved but then again you never know he may yet solve another mystery that needs to be solved. ;)

Maybe she signals change in Kirigakure...like, people with Kekkei Genkais were feared, but now, apparently, they aren't. Also, before her, Kirigakure was known as the Village of the Bloody Mist.

Or Kishi could've just forgotten about it, but I doubt that.
