You can't say that. Take into consideration everyone else there. Maybe other people would decide to kill him first. Gaara could drown him in sand before Sasuke gets to him, he's not the fastest person in Naruto, Naruto is arguably faster. So with that I say no, Naruto goes Sage Mode and uses FRS on him.

And who knows, maybe he has a neck protector on. Sasuke cant do crap.

And for the record I'd fight Udon, even though his stats are probably peak human.
