Chyio has more than her ten white dance puppets. Remember the room where she took the mum+dad off the wall? It had more puppets in.

Added to which is the dance of Chikimasu. With the vortex to suck up any ninjutsu, and the cage, along with the mom+dad puppets to shield Chiyo, then I reckon she could survive and win.

I don't see any attacks that Hiruzen could use to stomp Chiyo. Most of them could probably be blocked with the Chakra Shield. Enma would really help, but I don't think he'd survive the 10 puppets.

Also Chiyo could heal herself.

Yeah, but I don't think it'd be able to block against the Vacuum, also the puppets could block the Staff with their own weapons.

i'm thinking that the staff plus genius jutsu combos could take the puppets, not to mention his awesome taijutsu
i don't remember the vortex but i would guess that death god could overcome it

Hiruzen is not Prime. He can pull off jutsu, but no where near the amount that he used to be able to.

By 'the staff' I take it you mean Enma? He doesn't actually cut, and only moves as fast as the third can swing him. Which is not fast enough to destroy the puppets.

The Vortex creates a swirling vortex that sucks up anything near it. Anything.

Reaper death seal would fail on puppets, they have no souls.

and the staff could breack the puppets and it has good range sinse hiruzen can shape it to his liking, plus taijutsu
if that manages to defeat the puppets then hiruzen would need to maneuver around the vortex and his fuinjustsu could do the trick.
although eleven against one is unfair and the puppets have shown good speed feats.

i was going to base my opinion on the size of the vortex but i guess it isn't that important

Well Third Hokage lost to Orochimaru, and his stamina was pretty low. Chiyo seems to have good stamina especially with puppets. I do think the 3rd can beat her, but its possible Chiyo wins. Considering Naruto isn't exactly consistent or scientific, you can't really determine hypothetical battles shearly based on facts. You have to use some common sense knowledge and not think of it purely technically. Real battles are not mechanical, they involve more than just statistics and data, so just consider that.
