They're both pretty useless.
But I think I'll vote Ino. I mean, all she can do is piss off other characters, tease guys with her 'sexiness' and not to mention she only has like, one jutsu; which is faulty.

Ten ten couldnt either, naruto even asked why she wasnt part of that squad and she got angry at him because her chakra control sucks. If ino had poor chakra control, she could NOT be a med ninja.

Not sure, they are both worthless in their own rights, both have little to do with the main story, however both are decent supporting characters.

In terms of character development, ten ten is more worthless, Ino largely helped to shape who sakura, a main character, has become.

In terms of battle, ten ten is actually a pretty good squadmate with her unique ninja art, while ino is pretty worthless, she cant even use her signature jutsu effectively, opponents always break out of it.

So its a tie

Tenten is good with weaponry, and she's on Gai's team. Being on Gai's team demands alot of work and training, so i'm sure she's of more use than Ino.

Ino used to do only Genjustu, but now she uses Medical Justu. Tenten used weapons and she still does weapons, so Tenten seems more useless than Ino.

The reason TenTen was crushed was because her style of fighting is very weak to Temari's style. The only reason Ino didn't get crushed was because back then both her and Sakura sucked. If they had fought again, there is no doubt in my mind that Ino would lose. And If Ino and TenTen fought, TenTen would easily win. TenTen's a lot more useful.

At least Hinata can fight unlike Ino.

Ino. Her techniques are pretty useless by herself even with the Mind Confusion because it leaves would leave her vulnerable to attacks and she hasn't shown any new techniques in Shippuden.

At least Tenten was able to stand for herself with her weapons, but would do really bad against Wind Style users such as Temari.
