I'd say Choji wins with difficulty in Scenario 1, with little difficulty in Scenario 2, and practically no difficulty in Scenario 3. Even without pills, Choji has brute force to take out Sakura, I mean his Spiked Human Boulder's too much for Sakura.

Choji wins all scenarios, BECAUSE sakura's strength comes from chakra concentration, this drains her chakra quicker. Choji techniques sakura is not prepared to handle, she cannot stop human boulder with her strength alone, speed isnt EXACTLY her forte,so she'd have a time dodging it. Without her strength, I'm not exactly sure she has anything in her arsenal to stop choji, so he wins. Give him pills and its game over sakura

i dont think choji even uses human boulder in shippuden anymore.. i mean.. ONE swing with his partial expansion and anybody who isn't akatsuki is gonna go down easy
