If Tobi tries to hit Suigetsu he'll just turn into water and reform.

The thing is, he hasn't shown a single sharingan technique. Itachi also stated that he isn't what he once was, so he may not be able to use any Sharingan techniques.

All Suigetsu has is Pseduo Intangibility. Madara's is far better and Suigetsu's shown that if hit with enough blunt force he'll loose. Plus, if you pwerscale Madara he would be ridicously strong or hax.
