It doesn't matter how powerful or how well fortified Jugo is; one well place needle, either at the jugular, the eyes, anywear vulnerable, and the fight would be over. Jugo cannot fight without his eyes. And Haku is a hunter nin; there is no way Jugo will attack first, and after a well placed needle he wouln't be fighting at all.

PS. I think if Haku would have lived, he would have applied poison to his ice needled. I know thats besides the point, but he would be Akatsuki level if that were the case.

I doubt Jugo would even notice the needles, by the time he realizes that he needs to aim for the eyes, then Jugo would have broken free. Of course there is no way Haku can trap Jugo in the ice mirrors to begin with.

He let himself be killed there is no way he went all out against Naruto and Sasuke, especially after he had that conversation with Naruto in the woods.

Also, base Jugo with a CS2 arm was able to block and deflect Suigetsu's sword, needles should be no problem for him.
