Akatsuki a world police?

Hello, hello everyone! I am starting this topic as a means to bring about my much needed fifteen posts, as well to get your ideas of the question I am about to bring to you all.
Do you feel Akatsuki is somewhat of a world police? If we take into account the intimidation factor they hold in all the major villages, wouldn't it seems probable that they receive funding and or outside support? Which if they do, it would mean that they would be beyond mercenaries, and would be more of a militant force. As such, it would have to be a means to an end, the Akatsuki would gain no benefit by obtaining the tailed beasts alone, also they would hold no benefit to implement them as weapons of mass destruction, as this would cause a major economic collapse in the surrouning villages and continents.
What do you think? Police force, crazed villians, hunky fashion models promoting a new line of clothing, or just plained bored 'uber' ninja? :D

The Leader himself has a very ideal goal, but his way to achieve the goal, was not the best .The Akutsuki themselves, are villains, as they are wanted international criminals, you are correct on the militant forces though, it is very correct, The Akutsuki are a militant force hired by small countries, or sometimes by one of the 5 major countries, to perform assassination missions.

I guess you could call the Akatsuki a police force, but like a communist one that ain't trying to help anyone

That is true Fan of Minato, they are wanted as international criminals. But if you were a country, or were allied with countries that are on the receiving end of the Akatsuki's combat, you would mark them as criminals. As history has shown us, and the Uchiha clan being the perfect example as this, the people or groups of organizations that hold the most militant strength are the sole propagators of what is 'right and wrong'. Thus if Akatsuki did get control of weapons of mass destruction, which are the tailed beasts, and which are regarded as weapons of mass destruction by the villages that hold them. They would be able to assimilate weaker countries to their cause, and force them to annex with countries of equal or less standing of military prowess. As an additive to this, with the tailed beasts it could be said that with enough propaganda, the Akatsuki could even be seen as something of divine principle, take Itachi for example.
Despite his allegiences with the Uchiha clan, and despite the fact that the Uchiha clan was the police force a long time ago in Konohagakure, it was his own decision to eliminate the clan. At that point, his ideas, and his intentions superceded the very fabric of order, security, and morality of Konohagakure, at the time of his assault he became a conqueror and a judge. This is of great similarity of what the Akatsuki could, or may not become, regardless the fact alone that they can best even the highest ranking Ninja of great villages is enough to propel them into the minds and choices of the people who hear of them.
