By "action" manga, I'll assume long-running shonen are what we're talking about. (I don't consider FMA or Witchblade to be action since there are more prevalent themes in them)

I love Prince of Tennis and One Piece... although Prince of Tennis is not an action manga, it's considered a sports manga
