Beta test for the War Council. It's not too hard to figure it out.

Beta Testers are currently teasting the war system for the war council. Avenger is one.

If you want to do what I think you're talking about, come to the Sakura Village tree, and challenge assassin or nine tailed fury. They will happily oblige.
