By my opinion? Minato.

Sure, Naruto's been rumored to have "surpassed" Minato, but there's no proof of that.

Plus, Minato is much faster than Naruto. Sure, Naruto's got SM, but Minato was (IIRC), able to destroy enemy forces in the blink of an eye with his speed. Heck, even Lee can't match that speed!

Naruto's got more power, but Minato's got speed and versatility.

It doesn't matter how many jutsu you have, this has already been addressed. Kakashi the man with 1000 jutsu gets humiliated by people with less then 5 justu.

The Rasengan and the Rasen-Shuriken, the only two attacks that could take out Minato, are way too slow to actually land a hit on Minato.

In the hands of Minato, the One-Handed Rasengan is a deadly weapon because he has such blinding speed, no one could possibly dodge it. Kakashi may have stated that Naruto surpassed the 4th, but who is Kakashi to judge Minato's strength when he's only heard about his battles.

Shadow clone spam and other toads can distract Minato while Naruto gets into SM. From there Naruto could keep up with Minato's speed and kill him with FRS. Also Minato needs to throw a kunai to teleport, and even if he got near Naruto his attacks would do no good because in SM, Naruto's Taijutsu and durability are better.
