To me I don't really know. After all Sai could probably have much more jutsu but we haven't seen him fight much yet. I think Naruto would win though. With his large amount of chakra.

Sai isnt a idoit, he is safe into the air and he can paint lions and other animals to attack naruto.
Sai isnt the person to dive right in front of his enemy

The only way for Sai to be trick if he came down.
and Sai has alot of ink so naruto will tire quicker by killing the lions.

Also in naruto ninja World. theres is no such thing when u use a skil,it does not waste chakara.(if not everyone can spam skill like mad)

sai draw a ink beast from there, the beast crawl to find naruto.
Is already a distance n barrier to get naruto.
Given those time, naruto already kill the beast before it plan to get naruto.

I think naruto could win, even though sai could fly. Sai could range fight but I think naruto is able to handle ink drawing that sai makes. By the time he make and make more while he fly waste chakra. Which will really take his chakra in a period of time. Naruto has many plus he got hit much worst then sai attack before.
