tsukuyomi doesn't affect Neji. and neji has faster hand speed and byakugan so he knows where Sasuke is going by the slightest movement just like Sasuke

This is Amaterasu, different from all the other attacks Neji dodged. I doubt he could dodge it.

Amaterasu isn't as fast as people think it is. First of Sasuke managed to keep away from it for a while so it isn't in an instant as people think it is. Second all Neji has to put up a wall of chakra to stop Amaterasu because Amaterasu has never continued on moving after it has come intact with another object.

Killer Bee was HUGE striking him with that move is an easy task. it like trying to shoot a building and then trying to shoot a fly.

He used oral rebirth AFTER Amaterasu caught him. he kept away for AWILE. So instead of running he can just use rotation.
