Leaf, even though, the buildings are damaged, their ninjas and will of fire is not, so, they would probably fight back, pretty strongly, and might even win.

We don't know what Raikage can do, and Naruto would pose a challenge to Killa Bee.

I think the Leaf. At what point in time is this set? Is is after the two tails is captured, Just before Jiraiya dies etc?

Because that can change the outcome.
