Can anyone tell me what this debuff does after a person gets out of awakening?

For awakenings that can occur anytime, the chakra bar rapidly decreases to a point and then it forces you out of awakening. After that you must wait a while before being able to charge your chakra again.
For awakenings that can occur when your health is down, you can only awaken once.

I should have been more specific. I'm actually talking about the debuff that you get in Generations (and maybe Storm 2?). I assume this debuff will be back in Storm 3, but I'd like to know what it does currently.

Oh, that. Well it basically gives you a "weakened" status condition which keeps from awakening again for a while. Since it's a status condition, you can immediately awaken again if you use Sakura's unique up ninja tool. I think you receive more damage too but I could be wrong.

Oh, well that's stupid! I was thinking it was something a bit more disadvantageous like a huge penalty for not being able to finish your opponent during an op awakening.

The debuff weakens you overall. Strength, Defense, and speed too IIRC. Sakura's unique item cures any bad status effect, and thats why she can awaken immediately after if she uses it.
It is a pretty big penalty. It can really mess you up if the opponent takes advantage of your weakened status

If you mean the "Awakening cooldown" status effect, it gives a minor debuff to all attributes (Speed, guard power, attack, defence) and prevents you from awakening until it dissipates. Sakura's unique item is the only item capable of prematurely removing it.
