Well seeing how it's 200 meters, Combustion man has a better chance at shooting Roy with Tattoo Beam. AFAIK Roy doesn't really have any impressive speed feats to close the gap.

Mustang is more versatile, while Combustion Man seems able to take at least one of his own blasts. At close range I would give it to Mustang, but further away the advantage would probably go to Combustion Man.
