Madara has EMS.

If it's a stomp for Tobi and Madara add in Koichi Hirose to Jotaro's team.

Jotaro easily destroys anyone in HST. Stands in Jojo, especially time manipulators, are too fast and hax for something like HST.

Star Platinum is faster than light by both feats and statements, Jotaro (and most others Stand users) can react to enemies moving at such speeds as they always have to use their Stands before getting speedblitzed by enemy's Stands. Tobi and Madara are nowhere near that fast, time is stopped before they manage to do anything.
As for Genjutsu:
1. Time is stopped before they cast it as I explained before.
2. Star Platinum is semi-automatic as it was shown to deal with threats Jotaro wasn't aware of so it would get Jotato out of Genjutsu like Tailed Beast.

Koichi's ability has its limits and it won't be effective against Susanoo users like Madara who have abnormal physical strength.
Jotaro wins this because of the massive amount of damage he can deal during time stop.
