Zuko can defend against blasts from Combustion Man, so he can defend against Mustang's blasts. It basically comes down to a battle of broad force (Zuko) vs. precise strikes (Mustang). Mustang probably wins.

This is a pretty big stomp in Mustang's favor if you ask me. Unlike Combustion Man's attacks, Roy's are pretty much instant. With C. Man, he has to take a few seconds to charge up power. Finger snap>focusing energy to your forehead. Anyway, Zuko would have no way to react to Mustang's attacks. The first thing he knows his eyes are on fire and then he gets turned into a human fire ball.

Hell no. Combustion Man is strong and all, but there's no way he's ever going to be in Mustang's league.
Actually, Mustang can do both. As he has clearly demonstrated in the manga and anime before, Mustang's attacks can vary greatly in terms of size, specificity, and raw, explosive power. His flames can range from casually vaporizing buildings off the map instantaneously to evaporating off the fluids of Envy's eyes. This is because each of his arms are dexterous to a different extent. Mustang's control even extends to the point where he can lower the oxygen density around him to cause dizziness, a technique which he has commonly used to pick up girls.

Actually, Mustang doesn't snap his fingers. In reality, the snapping sound is caused by the instantaneous speed at which the highly concentrated gases and sparks react together and pop, ergo creating what appears to be explosive flames.

How so? Combustion Man can quickly spam large blasts that destroy sizable rock pillars. He's not as versatile as Mustang, but he is as powerful.

When has Mustang destroyed entire buildings? That sounds like something he could only do with a Philosopher's Stone, which he doesn't have for this fight.

Erm...yes he does snap. He has to snap in order to create a spark with his gloves to ignite the gasses. Separating gasses is what he does with alchemy; the actual spark part is not alchemy (hence why he needs a lighter if his gloves are wet or otherwise unavailable).
