Tsunade is my favorite overall, but next on the list would be Hinata.

Tsunade is a strong-minded woman who is more likely to do the bossing than to let herself be bossed. She has shown that she really cares for the village, has done the desk work she is averse to and was willing to give her life to save the village from Pain's attack.

Hinata is sweet and gentle. She has always watched Naruto and has always been there silently supporting him. While she has always been watching, however, she has also shown her strong heart and her own will in standing up to fight Neji and then against Pain to protect Naruto when everyone else could only watch in horror as Pain prepared to take out Naruto
